They are professionals so there is no
problem for them. In article - "How Russia outfoxes its enemies" (
http://www.bbc.com/news/magazine-31020283 ) they show how to lie to
public. OK, not lie, just make some PR and force some impressions.
They try to convince people that nobody could have predicted Russian
invasion in Crimea. They write about "maskirovka" (
practice of military deception ) and try to paint a picture on which
smart Putin makes fools of all others political leaders and invades
Ukraine in so deceptive way that nobody could put two and two
together.
Really?!
Yes, BBC seriously want reader to
believe that SIS, CIA, governments in Europe were surprised by this
attack. And they succeed of course. They are reliable mass media.

In 1994 Budapest Memorandum on Security
Assurances. Signed by Russian Federation, the United States of
America, and the United Kingdom. China and France gave other
assurances in separate documents.

2014 - Russia invade Crimea but
soldiers do not wear Russian uniforms. So everyone can claim that was
not sure who it was. Convenient excuse. No need to act. Russians
have Crimea. USA, UK and others can pretend that they doing something
but can not be too aggressive.
Partition of Ukraine were done but
negotiations are ongoing - Russia needs a little more of East part.
Not so many victims, some hundreds of
poor people shot to death, destroyed houses, etc.
All are happy, who cares about
treaties?
2015 - BBC publish article about smart
Putin and maskirovka. And not in Fairy Tales' section for children.
No-one to blame. Peace of mind to
readers.
UK is definitely a clever country :-)
